A Temporary Food Establishment (TFE) Permit is required to sell, sample or give away food.

Temporary Food Establishments Requirements

A Temporary Food Establishment operates:

  • At a fixed location with a fixed menu
  • Not more than 21 days in conjunction with a single event or celebration such as Lentil Festival, Sprint Boat Races, County Fair, etc.

TFE Permitting

To apply for a TFE Permit, please complete the TFE Application. Application submitted less than five days before the date of the event may not be processed.

Note: Any advanced food preparation being performed outside of the TFE booth must be completed in an Approved Kitchen. Information on Approved Kitchens can be found here.

All mobile units in Washington are required to have Washington Department of Labor and Industries approval and insignia. This must be completed before a Mobile Unit Permit can be issued. A copy of your approval or a photo of the insignia applied to the unit must be provided with your Mobile Unit Application. For more information, please visit LNI’s website here.

Farmers Market Permit

To apply for a Farmers Market Permit, please complete the Farmers Market Permit Application. Applications received less than five business days prior to the event may not be processed. More information on the Farmers Market Permit can be found here.

Note: The Farmers Market Permit is limited to use at the following approved markets:

  • Pullman Market Monday
  • Pullman Market on Main
  • Garfield Farmers Market
  • Colfax Farmers Market
  • St. John Farmers Market
  • Palouse Grown Market
  • Palouse Farmers Market

This list is subject to change as markets are added or dissolved. Businesses and organizations attending only one market per year should obtain a Temporary Food Establishment Permit instead. Permit holders found operating at an unapproved market will be required to purchase a Temporary Food Establishment Permit for that event.

TFE Exemptions

Under specific circumstances, selling, sampling, or giving away food may be exempt from permitting. In this case, a TFE Exemption Permit is issued. To apply for a TFE Exemption Permit, please complete the TFE Exemption Application. All exemptions must fall under WAC 246-215-08305.
